OPERATION TLHASELA: EASTER SAFETY CRACKDOWN ON NON-COMPLIANT TRADING
As part of the Easter Safety Campaign, the Ga-Segonyana Local Municipality continues to intensify enforcement of Street Trading By-Laws following a series of engagements and compliance notices issued to street traders. The operation is a collaborative efforts of LED unit, Traffic Unit, Fire Unit, Waste Management Unit and Town Planning Unit of the Municipality. Phase 1 focuses on informal traders, ensuring that only those who are registered and compliant are allowed to operate. Phase 2 will shift focus to formal businesses, where compliance with municipal accounts and related bills will be strictly implemented and enforced. The Municipality remains committed to promoting safe, lawful, and well-regulated trading for all.

Standing Committees Address Key Challenges and Progress
The Ga-Segonyana Local Municipality today convened sittings of the Finance Standing Committee chaired by Cllr Lesangkgang Moagi supported by CFO Mr Mashiane, followed by the Community Services Standing Committee, chaired by Cllr Reuben Makhubo and Acting Director Mrs Mimi Moitse.
The Municipality acknowledges concerns raised by communities and continues to use these platforms to engage directly on challenges while tracking progress across departments.
The Finance Committee reviewed Supply Chain Management, third quarter expenditure, and revenue performance. Reports confirm that procurement processes are being implemented in line with legislation, supporting ongoing municipal operations.
Key areas requiring improvement include revenue collection, outstanding debt, and strengthening internal financial controls.
The Community Services Committee focused on critical areas including waste management, sanitation, disaster management, libraries, and public safety.
Progress noted includes:
• Ongoing refuse collection and landfill operations • Clean-up campaigns across various wards • Youth empowerment and EPWP programmes • Library outreach initiatives • Continued response to the Foot and Mouth Disease outbreak affecting the district .Challenges raised include illegal dumping, resource constraints, and service delays in some areas.
Both Committees were attended by Councillors, senior management, and the Municipal Manager, reflecting a coordinated approach to addressing community concerns and improving municipal performance.
These engagements form part of ongoing efforts to improve systems, respond to community needs, and ensure consistent progress across all areas of work.

DDM Youth Service Expo Empowers Young People in Ga-Segonyana
The Deputy Minister in the Presidency responsible for the District Development Model (DDM), Ms Nonceba Mhlauli, today 20 March 2026 led a Youth Service Expo at the Kuruman Town Hall, following an invitation by the Mayor of Ga-Segonyana Local Municipality, Cllr Neo Masegela. The programme, held as part of Human Rights Month under the theme “The Bill of Rights at 30 – Making Human Dignity Real,” focused on empowering young people with access to opportunities, programmes and government services. The engagement brought together key leadership, including the Executive Mayor Queen Mogatle-Thoane, Speaker of the John Taolo Gaetsewe District Municipality Cllr Ephy Aiseng, and Speaker of Ga-Segonyana Local Municipality Cllr Madikiza, alongside Councillors and municipal management. The National Youth Development Agency (NYDA) and various stakeholders presented opportunities for unemployed youth, including skills development, entrepreneurship support, and access to funding and services. The programme was coordinated by the GCIS Provincial Office, ensuring strong collaboration across stakeholders. Together, we are creating pathways for young people to access opportunities and build a better future.

SCOPING REPORT: DMRE OVERSIGHT VISIT – SLP WATER SUPPLY PROJECTS (SOUTH 32 HMM)
The Department of Mineral Resources and Energy (DMRE) conducted an oversight visit to assess the implementation of Social and Labour Plan (SLP) commitments by South 32 Hotazel Manganese Mines (HMM) relating to water supply interventions in the Mothibistad area. The visit focused on infrastructure developed to restore and improve water security for local communities. Key sites inspected included three refurbished production boreholes located in Seoding and the Seoding booster pumpstation, which forms a critical component of the bulk water distribution system. The purpose of the visit was to verify the extent of implementation, operational status of the infrastructure, and alignment of the delivered works with SLP commitments. During the inspection, it was confirmed that the refurbished boreholes are fully operational and contributing significantly to the bulk water supply, with the intervention adding approximately 21 litres per second (l/s) or 907 200 litres per day to the system. The conversion of boreholes from diesel to electrical operation has improved efficiency, reliability, and sustainability of supply. The Ga-Segonyana Local Municipality, as the direct beneficiary, provided testimony on the positive impact of the project, noting that water availability has improved from below 45% to approximately 85%, with the Mothibistad reservoir now consistently reaching full capacity. The municipality further highlighted that while bulk supply has been stabilized, residual challenges remain within the internal distribution network, where aging and blocked pipelines require upgrading to fully realize the benefits of the SLP investment.

ASSMANG KHUMANI MINE OFFICIALLY COMPLETES ITS SLP4 PROJECT
Assmang Khumani Iron Ore Mine has officially handed over the Social and Labour Plan (SLP 4) Project to Ga-Segonyana Local Municipality. This important initiative focused on the refurbishment of existing non-functioning water boreholes identified by the Northern Cape Department of Water and Sanitation within the Ga-Segonyana municipal area. The project was initiated to improve access to reliable water supply for communities by restoring critical borehole infrastructure. However, the Municipality regrets to report that the project has been severely impacted by ongoing acts of vandalism and theft at various borehole sites. Incidents reported include the theft of electrical cables, control panels, and pump motors—often occurring shortly after installation. The continuous removal and damage of these essential components have significantly compromised the functionality of the boreholes, directly affecting water provision to residents. The Municipality strongly condemns these criminal acts, which not only delay service delivery but also place additional financial strain on resources intended to benefit the community. Such actions undermine efforts to ensure sustainable and reliable water access for all. Members of the public are urgently called upon to work in partnership with the Municipality to safeguard this critical infrastructures. Community vigilance and cooperation are essential in preventing further damage and ensuring that these facilities continue to serve their intended purpose. Residents are encouraged to report any suspicious activities related to vandalism or theft of infrastructure to the relevant authorities without delay. Protecting public infrastructure is a shared responsibility, and these facilities are vital for the well-being and development of our communities.
